If you need ti explained to you, it's not reading the temps correctly. Try updating rtss if you haven't got the latest version.

I understand that my CPU isn't 200C, RTSS is updated. Hopefully this isn't a hardware issue. Other monitoring programs are reporting regular temps, ~35-45C

It's not unheard of that programs which read your various hardware temps can show it incorrectly. The readouts are not standardized so the program needs to do some sort of processing to the numbers based on what hardware it is, and sometimes the programs are doing it wrong. It's most certainly not a hardware issue if other programs are showing it correctly.
