Have to learn web dev for reasons and the expected server traffic is very low at a few thousand hits every month.

Do I NEED to learn javascript or is there anything better I can use for the full stack? I'm not super familiar with what tools I can use or need in this realm of programming.

good question
afaik the only alternative to javascript is webassembly, but i think any dom manipulation library would end up calling javascript code
i know emscripten is a webassembly compiler for c, but it doesn't provide any dom manipulation helper that's as convenient as javascript itself

You can use C# as well with Blazor if that's more your thing
