Base (11 core) is better than the 12-core version in the 14" unless you specifically use a lot of GPU in your workflow simply because the extra performance core and GPU cores add unnecessary thermal load. It's minor of course but for the price it's just stupid if your are going to do typical dev work on it, at which point you are probably better going for a M3 Pro Max 16" as that is big step up (the 14" cannot handle the M3 Pro Max realistically). 18GB vs 36GB upgrade is much more relevant.
