If you heat the house up too much, then let it cool down, unless your house is extremely well insulated you're probably using more energy than if you're heating it up just enough and re-heating it more frequently to a lower level. But, having said that, if you set your boiler to a lower maximum temperature, right at the boundary where it's just enough for it to reach what the thermostat is set to (or just under), it will be on all day long trying to meet the temperature demand and will probably use more energy again. It's not all straight-forward.
