While it's retarded, I can kinda see why they'd think that. If you heat the house up too much, then let it cool down, unless your house is extremely well insulated you're probably using more energy than if you're heating it up just enough and re-heating it more frequently to a lower level. But, having said that, if you set your boiler to a lower maximum temperature, right at the boundary where it's just enough for it to reach what the thermostat is set to (or just under), it will be on all day long trying to meet the temperature demand and will probably use more energy again. It's not all straight-forward.

If you're on a gas boiler, it depends on how low the temperature can drop before the boiler kicks in again (the tolerances), as well as the maximum temperature the boiler itself is set to. Its because in a bunch of places they're no longer legal to sell products with replaceable cell batteries. So Casio can't advertise the battery as being user replaceable and have to do this to avoid a fine/ stores refusing to stock them and clear old stock.
I somewhat recently picked up a bunch of little LED lights powered by cell batteries form Kmart for almost free because they had to get rid of them.
