Generally the OC models are better binned so you might get more manual OC out of them if that's your thing (or a better undervolt but that's nuanced).
The "stock" performance difference is minimal these days due to dynamic boost so don't spend big money on an OC model.

If you're building a new rig then buy a case with filtered intakes. The vast majority of mainstream midrange cases have it for the PSU at least. If you have some budget to spare, you should also spec the wattage such that the fan doesn't need to spin most of the time. Obviously you'll need a unit with 0RPM mode but they're not hard to come by nowadays.
OTOH, if you're talking about an old rig with none of those features then yeah try not to run it on the floor. Get yourself a stand of some sort - even a couple of inches makes a big difference for dust.

Okay, the case has a filter but the PSU doesn't seem to (Lancool 216 & LEADEX VII XG 850 W). Fan is facing downwards. It runs extremely quiet but I don't care about that, I just don't want it to get clogged up with dust too quickly and for me to not notice, causing issues. Those temps are good. The idle reading is mostly a function of your fan curve anyway - it'll be "high" if the fans are set to spin slowly under light load.

Plasma, burned in even worse, you don't have a new one to see the color shifts to compare.

Modern LCDs got much better, but the damn glow, VA angles still terrible, VA smear from motion, IPS mid range monitors contrast is 800:1 with even shittier uniformity.

Rather than conduct heat between my cpu and heat sink, this ptm 7950 pad instead glued my cpu to the heat sink. Unbeknownst to me, I tested my cpu, and it was still overheating after a few minutes. I removed the heat sink, ripping out the cpu in the process due to the aforementioned glue, and now my cpu is likely compromised.

4070 s is gonna run games at 1440p and you're unlikely gonna see large fps drops due to cpu, but your ram being ddr4 instead of ddr 5 will result in a difference
If you're currently on am4 and have like 3600 then 5700x3d is a fine upgrade, if you build a new system you might want to wait and look at 9800x3d for am5

For paste, MX4 or MX6, Kyronaut, KPX and Noctua NT-H2 are all fine. Just get an applicator because some pastes are pretty thick and hard to smooth (even if you put them in hot water for a bit).

It's not constant and I think it's more related to components getting heated up. I guess it should be fine though I catch myself periodically checking whether the GPU support is doing its job. It's one of those mounted underside, instead of a pillar that can be placed on the ground.
