Same link, use Ohook option
You can also use Office.com if your needs are very minimal
or try OnlyOffice/LibreOffice and set it to save in MSOffice file formats

You have odd settings going on, otherwise, you shouldn't have issues.
Any iGPU is more than enough for any modern browser.

Have you testing the issue in Edge? Chrome is known to be a resource hog, and while Edge is built on Chromium, MS optimized it for windows

Every so often the read/write capabilities of my PC slow down to a crawl. I get error messages in games that say it can't save. Opening file explorer takes forever. Clearing my recycling bin was so slow that I cancelled it, it just said it was clearing 1 item per second.
When I restart the computer it goes back to normal.
What can I do to figure out what's going on?
For what it's worth I used to dual boot my PC with linux but after getting a linux laptop I no longer do that. I removed the partition from my SSD and everything so I don't know what else would need to be done. This also happened when I was dual booting
