It pretty much is already. You need and address and credit score to get it in the house. In some counties you need Id to get a sim card and I pay for mine through my bank account so if I went in a booker murdering spree they could trace me through that. I used to have a pay monthly sim that I topped up only in cash but I don't need to be so autistic now that glowies are finally leaving me alone.
