For obsessed NEETs who wont let their past go or third worlders who can't run modern Windows on their c2d e-waste. I would potentially call them somewhat tech-literate if they could prepare all those weird hacks that allow them to run slightly less obsolete software themself, but they basically leech them for a few maintainers, not to mention that most of them could still update to something newer but got filtered by rufus or some just werks distros.
