GloFo does have a functional 7nm process, although with relatively weak yields (probably not much worse than Intel 7 though). They don't use it though because AMD was their only paying customer for it, AMD wanted to move to TSMC, and it didn't make sense for GloFo to continue spending hundreds of millions of dollars to develop the process to force an unwilling customer into buying it.

IBM was upset about this because they actually paid GloFo to take their 7nm foundry and refine the process, and GloFo would make POWER8 for them for free. GloFo took the foundry and the money, canceled the node, and told IBM to fuck off and go talk to Samsung or something.
