I used to laugh at that phrase but now that I'm actually developing AI applications it would be nice to have someone talented at prompting to consult with. The problem is self-proclaimed "prompt engineers" are not actually especially skilled and you can catch up to their capabilities within a couple hours of messing around.
You know how devs operate. They're a bunch of min-maxers. In 10 years all dev jobs will be prompt engineer jobs and if you write your own code everyone will laugh at you and call you retarded for not getting with the times. You'll have to hear "work smarter not harder" from the least capable people you've ever met.

You just need to give the LLM the context that defines the search space. "Now, you're a professional cook". Followed by the instruction of that your issue is: "I need to bake a delicious cake, but i only have 1 egg and 25g of butter", and finally how you want the information to be presented ("I want a step by step guide on how to cook something with those ingredients"). Its basically a buzzword for "Grammar" with a lil bit of LLM knowledge (just enough so you know what vector search space is).
