Yes you can, but you might as well install Education or Enterprise instead. If you want to be absolutely sure of support, going a GAC edition is also recommended, as MS belts out 3-6 GAC editions for every LTSC edition, so they get left behind. There's already a fairly long list of software (and more importantly, drivers) that won't install/run on LTSC 2021.
And, for fuck's sake, do NOT install any of those "letter" editions (like Enterprise N, Professional E etc.) - they DO remove stuff that's nearly impossible to put back, especially the N editions, which rip huge amounts of the video codecs etc. out of Windows, and the "Media Feature Pack" doesn't reinstall all of them.

A little helpful PSA to those who likes to debloat Windows before installing it:
DO NOT remove ClientCBS (aka Windows Feature Experience) package from the WIM file. Otherwise you'll end up with an unremoveable broken link to Windows Backup.
Instead, after Windows installation run
Get-WindowsPackage -Online -PackageName *UserExperience* | Remove-WindowsPackage -Online
in elevated PowerShell and restart. That way Windows Backup and Feature Pack and any other related crap will get completely excised from the OS.

I have a problem with 2 icons that are not displayed correctly. Pic related.
Ethernet is deactivated, but 2 icons still use the activate icon.
I'm not sure if this is related, but I think this started after Windows cleaned temp files with its boardtool. So I think it somehow managed to delete the icons too.

Forgot something.
When I deactive the ethernet adapter, for 1 second the "blue icon" (activated) becomes grey (deactivated) but then jumps back to blue (activated).
From what I see it's only the icon. When I deactive it, it says deactivated and I don't have a connection but the icon still remains blue (activated).

I'm going back to windows. I have used Linux exclusively for the better part of 5-6 years (distro hopping for most of it) and there's alot of good, don't get me wrong. But man, something always doesn't work right, or crashes, or requires some form of troubleshooting. And if I had unlimited free time that would be fine, but I don't. I want my desktop to just work. Windows seems to do that, but if I'm running into similar issues like I am on Linux, I'll switch over to a mac.

So here are things I'm looking for and also wondering if are possible on windows:

1. Must be stable, I'm genuinely tired of troubleshooting my desktop
2. Private. Ok I know being that's it's windows you can't be very private, but I would like to do what I can to feed as little information to Microsoft as possible.
3. Must allow me to customize my workflow to some extent. This is something I'm going to miss alot from Linux as the major Linux desktops had workspaces which were really helpful to me. A big one was the gnome overview effect which would show you all your open windows neatly at the click of a button (which I set to one of my mouse programmable buttons). Also having the task bar at the top is much better in my opinion. I know windows 10 could do this, I'm not sure if windows 11 can.
4. I have no idea if this is possible, but is possible to have KDE dolphin as the default file manager? The default windows file explorer is genuinely horrible to use and dolphin has spolit me.
5. Good media viewer that can view images and videos in the same application, kinda like gwenview.
6. Kate is my favorite text editor, and I would love to have it on windows.
7. Not super important, but is there anyway to theme windows so that most applications have a similar look and feel. I liked KDE's options that allowed me to set the themes of gnome applications.
8. Connect to phone to desktop kinda like with KDE Connect. Really liked being able to send sms's from my desktop.

It's putting something to sleep, like a USB device, and then waking it back up maybe?

I actually wrote an AutoIT script to shut off power management for the USB ports because Win10 was doing this to me and it drove me nuts. It would put inactive external drives to sleep and then of course lag when it tried to access them.

To do manually, device manager->USB controllers->properties of USB hub->power management tab->uncheck the box

If you like shit like tiling window managers you can install something like Komerebi or GlazeWM.
Dolphin runs on Windows but it's buggy as fuck.
Install mpv. It can be both a video player and an image viewer.
Not exactly like Kate, but Notepad++ is what you probably want.
You can change accent colors in Windows but not much else besides setting it to dark or light mode.

it keeps flagging my downloads as "this file came form the internet, blah blah" and have to unblock every file so I don't get a nag everytime I open something that I've downloaded. From the manufacturer's site is probably the best since it comes from a known source. With SDIO who knows where and what you're downloading from. On the other hand, SDIO scans your hardware ID and grabs the appropriate driver for it. So if you're using ancient hardware where getting the drivers for it is difficult, SDIO may have it.
Though, I just blindly trust SDIO to grab whatever it needs. On a laptop, googling your laptop model you'll probably find the drivers needed, but if you're on a PC where your parts come from a couple different companies, it's a pain in the ass to go to each company's site and search for your specific part to download the drivers for.
Ultimately, if you're worried about where your drivers come from, then going with the manufacturer's site is the best way to go. For me personally I don't really care about that, and I think it's nice that SDIO scans all my hardware to find the drivers for everything.

Some say it's fine, some say I'll have to reinstall windows, some say it will work but I will need to to reactivate it through microsoft. Anyone have any experience with this? I feel like if I try contacting microsoft to ask them this I'll just get some pajeet reading bullshit from a tech support choose your own adventure book and get nowhere.

If you change the mobo then most likely the Windows install you have will deactivate because OEM installs are HWID activated.
Easily fixed though because you can just use MAS to re-activate the install again with HWID.
