They don't have the attention span to wait all that time to post, so they ultimately don't bother. Zero dollars up front, but I have personally purchased "upgrades" to many apps with both a free version and a paid version, especially if it works well and is reasonably thought out.
I'll have to reinstall Kuroba (I moved away from it in favor of Blue Clover, since one day after an Android update, it started performing terribly), and kEx, and see what I like about each, what I dislike, and what I would personally add. I recall Kuroba being probably the best "baseline", with a layout simple enough for general browsing. Blue Clover is also good, but it is missing some crucial QoL elements from Kuroba-dev. KurobaEx would honestly be GOAT if the dev didn't cram the app full of useless bloat at the expense of basic functionality (no, I don't need a fucking thread archiver and I don't care about my browsing history over my bookmarked threads).

All of the image board apps and the 4chan X browser extension offer bookmarked thread autopruning. However, it's either an on or an off thing. I would like to see an option that prevents autopruning of bookmarked threads if it contains an unread reply to your post. I would also like an option to "star" a bookmarked thread so that it becomes immune to autopruning.
Another thing I would like to see that does not exist would be little colored marks that indicate Posts you've replied to, Your posts, and Posts replying to you. Notably, I'd like to see these marks on both the posts themselves (like what 4chan X does) and on the scrollbar (like what happens when you Ctrl+F in a browser). Would help keep track of conversations.
Third thing is reorganize the settings menu. It's kind of crap in all the major image board apps. Do it based on context (Site, Board, Thread, Bookmarks, Gallery, etc) instead of some nebulous category that they currently do (Appearance, Behavior, etc)

Yeah that's the thing. For some reason the captcha solver started getting everything wrong. You have to refresh at least twice (with the skip confirmation) turned off for the solver to actually get the captcha right. Dunno what happened. It was working properly for weeks for me and then when the new anti-spam thing started, Chance's solver just started getting it wrong all the time.

Yesterday I had to wait the 15 minutes four or five times on Blue, I'm using it now again after several hours without phone posting and it didn't make me wait, so it looks that at some point cookies do work.

I know nothing about any of this but if that idea isn't completely retarded then I'm really thinking of working on it.

I'm giving this a test by following the directions in the image - there's still no native way to do an email verification (probably the best way if you're travelling/going international and don't want to wait 15 minutes at every airport wifi or 4G tower change), so I'm testing to see if you can load it the way described and then post natively in the application. Right now the kurobadev captcha just doesn't load anything while I'm waiting. Using the browser works fine whether it's inside the Clover/Blue Clover external browser or just the regular web browser, but nothing inside either apps works.
