Once in a DoD office a lot of us used to have the computers on the cubical shelves above our heads, then some military-OSHA-dude came through trying to make his job seem justified and for lack of more interesting safety hazards made us all move the computers onto the ground.

PSU pointing up or down has very little effect on temps so it's fine to just put it on the ground, even on carpet, and just have PSU pointing up.
