You can prove that archive Z is engaging in lots of deletion by just picking samples of different packets of information, and proving that they were all deleted.

You have no proof that anything which was proven to have been archived was deleted. Ergo, there is no proof of the prevalence of deletion. Archive.today lets you backup snapshots directly from the wayback machine.
If you find an a backup in archive.today that's listed as being saved from the waybackmachine, but isn't present in archive.org then something has been hidden or deleted.
