That's a good thing because it reduces the chances of a driver falling asleep behind the wheel.
If you're already tired and sleep deprived, and you have to drive, you definitely don't want a comfy warm light to make things worse.
When you do actually want to sleep, and you've just been outside, it can reduce the quality of your sleep a bit (nothing compared to merely using your phone, which almost everyone does within the 1 or 2 hours before bed) but that's a preferable drawback to the increased risk of accidents that warm lights bring.

In short, we're not evolved for blue light at night, it increases attention and disturbs sleep. We've adapted to red light due to fire. Green, despite being the mod sensitive (and can be detected by both rods and the green cone) is far less of a problem than blue light.
It's why monitors have blue light filter functions and most OS'es have a 'night light' feature.

You want blue during the day though, work spaces should be 6500K or even 8000K.
Living spaces ~4000K
Bedrooms ~2700K.

Street lights should probably be around 3200K, not 6500K.

They use CIE 191: by including blue light, the center of each street light can use less power. But they make a mistake. Now there are much darker gaps between street lights, because the blue light interferes with eyes adapting to darkness. Extra posts will be very expensive and different fixtures with wider beams of light will cause more problems by blinding drivers. Most LEDs are shit for your peripheral vision which is important for seeing movement.
You might be fooled into thinking that you see more because it's so bright, but you see substantially less than you would under a sodium vapor lamp because your brain has less info to work with to fill in the gaps of your rapid eye movement foveal vision.
A photograph is very misleading when it comes to portraying this, but most of the morons making these decisions are making them based on power point presentations.
It is quite typical for the spread of white LEDs to stop as soon as they actually start intruding into areas frequented by the morons who got swindled into adding them.

How about you research how white LEDs work. Whine LEDs use a blue or violet emitter and use a phosphor gel to turn the blue/violet light into full spectrum light. When something happens to the phosphor gel (e.g. detachment due to a defect), the blue/violet light bleeds through.

Luckily my town uses warmer street lamps on residential streets, and those eye watering white ones on main roads. There is one shopping plaza that still uses sodium vaper lamps which is genuinely striking as every other place uses those blue led lights.

They put up white light LEDs near my place about 2 blocks away and I still have to close the curtains in order to watch TV/play games/sleep because its blinding, never had an issue with the old lights, they were barely noticeable.

Most standard "extra warm" LEDs go down to 2200K. I found this 2000K greenandco pisslamp, it's only 100 lumens but it's comfy. There's plenty of all kinds of filament style LED bulbs with tinted glass and whatnot.
