With population growth, you have a surplus of money, you can invest it on better living conditions.
With a stable population the country should not invest money on infrastructure.
With a shrinking population, you have a deficit of money. To maintain stability you have to steal (via taxation) more money from young people. Less money -> less security -> less births, it's a vicious cicle.
If enough people are in debt, the country is fucked.
