Create separate folders for different types of data, one for films, music, documents, whatever. Make subfolders in those folders to more specifically divide things up. When you've finished, wipe each drive in your PC individually and reload it with what you want to keep on there, again making sure to prioritise organisation and efficiency. Finally, change your attitude towards downloading. Before you download anything, figure out where it should be stored and ensure there's enough space for it. If this is too difficult, maintain a single "temporary" drive and download everything into there, and make a habit of clearing it out once a week.
I get wanting to save everything but I realized the futility in it. I don't need to save a copy of every show and movie I've enjoyed, just my favorites so I can watch them when the internet goes down.
