Not sure what do you need the Raspberry Pi for, but if you want a computer, a laptop is a much better choice, especially if you can find one with hot swappable batteries. And get a large power bank, or multiple powerbanks of course. Maybe a Baofeng short wave radio, but I'm not sure it's going to be useful. Also, the most useful thing that you can have in a situation like that is an off-road car, if the army won't take it away from you as soon as the war starts of course.

A handful of old wifi routers flashed with DD-WRT or OpenWRT to arrange a local mesh network. Setup an Asterisk server, you don't really need much of a machine to serve local needs. Download VOIP clients for Android, iOS so that the local community can use their cellphones to call one another.When I go to a rummage or yard sale I can pick up wifi routers for $5 and I've had a VOIP conference call with 5 people from around the world on a PIII machine that I literally pulled out of the trash.There is the whole power issue that I leave as an exercise.
