2nd looks more promising - if HP provides BIOS updates, you can probs even upgrade the CPU to something much better without needing a new mobo. Even has a GPU, just needs more RAM.
1st is on a platform that's been dead and buried for most of a decade. Its mobo likely only supports slow RAM (probs 2400). Also didn't come with a GPU, so case and PSU may or may not be able to take one easily.

The Acer takes a standard power supply and the HP doesn't, so if you want to upgrade one of them I'd go with the Acer.
If you go to eBay for parts to upgrade the Acer, you can get:
-i7 7700 (non K)
-16/32GB DDR4-2133 RAM (faster ram will run at 2133)
-Random SATA SSD (m.2 or SATA, but must be SATA)
-400-500W PSU
-New wifi card
all for under $200.
Assuming you want to play video games, swap the RX 580 into the Acer machine and sell the HP with the cheapest working used video card you can find. If you set it up nicely with a fresh OS, $20 ebay SSD, and the cheapest working working video card you can find, you'll make back more than what the parts are worth.
If you sell the HP PC, the i5-7400, and maybe the old RAM from the Acer, you should be able to mostly cover the cost of the upgrades.
At the end, you'll have a pretty decent desktop for minimal expense.

Not sure about that quite yet, anon. Count the number of RAM slots in pc #1 and see if it has a m.2 nvme slot. PC #1 with 32GB RAM and a nvme will smoke #2. Pull the graphics from #2 and see if you can put it in #1.

You'd be close to my machine specs but I'm on 9th geni7. It's an absolute dog with a hdd and 8GB RAM, and it boots ubuntu in 3 sec and is a monster with nvme and 32GB RAM.
