Even if 8ms was possible it still can't compete with wired internet. I get 8ms pinging google.com, of which 1.6ms is to my local ISP router, so if starlink was adding 8ms, I'd be getting almost double the latency I have now. It would have to be significantly cheaper than the $50/month I'm paying for internet now for it to be competitive.

Cox and Comcast (Xfinity) are the only large ISPs with data caps and even for them, it's only in some markets. Keep in mind that Trump in general hates the tech industry for constantly shitting on him so it's not like they have a friend in the White House now. Comcast owns MSNBC, probably the most rapid Trump hating media outlet.
If you have Cox or Comcast and are in an area with data caps, the solution is local not federal. Neither of those ISPs have data caps in markets with significant competition. Tell your city or county to allow competition. That's the level at which monopolies on the last mile of infrastructure are granted. Trying to get the FCC or some other federal agency to pass a rule when you could instead put pressure on your local city council, made up of people who you see at the grocery store, is the dumbest way to go about it.
