Cramming down 1080p video, especially if it's not anime into just a few Mbps while maintaining high quality is actually hard as fuck. Modern video codecs can help but often it takes so long that people end up using fast presets which inevitably leads to horrible quality like this.

Just to put it in perspective 1080p blu-ray is 20-40 Mbps so about an average of 30 Mbps. Converted to MB that's 3.75MB every second. At say 3Mbps or ~3GB/2 hour 1080p movie that's just 375KB every second. You're literally telling the encoder to cram an entire second of "good looking" 1080p video into just 375 KB.

NLmeans can help but it'll cost you fine detail.

I started watching house a few weeks ago after a meme comp showed up on my timeline -- now I’ve got House brain rot. I’ve gotten mysterious leg pain and find myself limping at work. I bought a $50 razor that specifically advertises ‘permanent five o’clock shadow’ to look more like house. I’ve started diagnosing people at random. My coworker sneezed yesterday, and I told him he probably has sarcoidosis. He told me to shut up, so I mumbled something about Occam’s Razor and dramatically limped out of the room.

there's always a multitude of factors that can make an encode look bad and you should always just assume that x=bad or that x size/bitrate looks bad. x265 at ~6000kbps can look passable on a clean digital source, but it will just look terrible with a grainy source. I guess it's something that they're using a newer encoder instead of an older one, so at least it will supposedly handle low bit rates better.

Scene used to encode Bluray episodes to 2.2GB an episode no idea if they still do that or if they CRF them these days. If you insist on x265 encodes those will be around 1.5-2GB for "decent" ones. That's still be like 250-300GB.

But like I said if you want the actual quality you will need at least 1.5TB

Nothing compares to a proper, full fat, 4K HDR remux. The clarity, the colors, the sound. I can tell the difference when something's been compressed to shit, and when something's the way it should be. Until AV1 or AV2 can give me 'that' sort of quality, I won't bother with it. I'd rather just spend the money to buy a bigger SSD down the road.

A remux (remultiplex) is the video, audio and other streams such as subtitles off the disc multiplexed into a container such as .mkv, .mp4 etc. They do this because the raw information on a blu ray disc is an mpeg stream or something or other that isn't as compatible or easily accessed on PCs compared to a .mkv. An encode is just that video and/or audio that has been run through an encoder like x264 to discard Information and reduce the file size :)
