Besides the MSRPs have basically been lies ever since the crypto rush starting with the 10 series.
$1500 = $1800-2000, $1000 = $1150-1300, $800 = $950 etc.

If you really want a subpar, worse than reference in noise and temps gpu you can grab yourself the lowest price model but that's a long term gamble when even the expensive stuff uses pastes and pads that go bad after a year and brick vram modules.
