PBO is an overclocking tool that changes power limits - it shouldn't be enabled by default. Just leave everything stock until you bench+stress the system. Then enable EXPO (obviously) and retest. After that you can fiddle with PBO if you want to change the power/efficiency curve.

Arrow lake is fine tbqh. It's not frequently recommended because AMD is slightly better overall for client applications but it's not a /bad/ product by any stretch. I would say to get the K version to get access to the full clock/voltage range (you can limit it yourself). Plus it's cheaper right now.

Core ultra 9 285 is a very strange CPU. It's built with very advanced tile packaging technology and tsmc N3B but has a lot of latency bottlenecks in how it's connected that it performa no better than a 12700K in games, provided you have fast ram. With slow ram it's about the performance of a 12600K. Honestly a 12900K or 12900KS would be a better daily CPU IMO unless you get the 285 and it's motherboard really cheap

PBO overrides amds power limits so you can push the chip further as the boards can handle more. Of course you will probably hit any one of the other potential limits first such as fmax, htfmax, and of course the tmax. You can raise fmax, htfmax may not apply to your cpu and tmax is sorta fixed. You can still play with the curve optimizer / boost clock offsets with pbo itself disabled.
I like to run a negative boost clock limit so it hits around 5ghz, boosting over 5ghz is silly.

Best way to get baseline quality is to skip your mobo's probably shitty ADC by using a USB mic or plugging a regular one into an external audio interface. Even a basic USB C dongle can be a massive improvement.
That's enough if your goal is to avoid raping other people's ears during calls. If you're doing content creation, the more expensive stuff is way worth it.
