Nvidia normally supplies over half of the market, this time they made almost no GPU's and AMD despite making a large amount of cards is unable to fufill all of this demand effectively. The result is a low supply high demand market and increased prices. However besides the US which is also impacted by tariffs the 9070 XT in many regions with some effort can be purchased for around 700 dollars or less. The card will likely go back down to MSRP around January next year when the Supers from Nvidia come out to remain competitive.

Almost every game that has upscaling can be easily modded with Optiscaler to support FSR4. The result is better than native image quality in games with bad TAA. Cyberpunk 2077 before native support was added could be modded with Optiscaler, the game can run ultra RT at 80-90 fps and 50-60 fps pathtracing with good image quality using FSR4 on quality mode.

Native FSR4 integration will get better into the future with many games planned to have support added this year. Because of AMD's collaboration with Sony on Project Amethyst and PSSR it's likely that all future games with a console release will have FSR4 on PC.

There is no conclusive evidence for what the cause is yet. Zen 5 and the 9800X3D in particular have sold very well and most people haven't had any issues. It's possible there was a bad batch of processors and ASRock motherboards have BIOS settings that are worsening the problem, or the fault may entirely be with ASRock, there isn't enough information to make any kind of conclusion yet. For now just avoid ASRock boards to be safe and you will likely be fine like the thousands of other people who have bought and used these CPUs for months with no problem.

If you can take the performance hit, could downscale from 4k. DSR, can't remember what they call it in the amd driver.
That would fix fsr/taa issues, but then you're reducing your framerate by 4x so...

And the 6600 was low end even in 2020, an upgrade from the 470 I'm sure but you're not quite to the point where you can just play new games without there being at least one major fault (from my perpective)
6600 is only like 25%-ish slower than a 6700 (basically the ps5 gpu if it wasn't cucked by a power limit + it wasn't a weird rdna 1/2 hybrid)
I'm sure with optimized settings you could still get a "tolerable" experience targeting 1440p/4k 30fps or something.

Until you get your job, if you see an opportunity to "sidegrade" for any Nvidia RTX gpu on the cheap I would go for it. A 2070 or even something technically slower than a 6600 like a 2060 would be giving you a way way better experience.

But you might have to downclock it from EXPO specs, not every CPU can run this speed in the ideal memory controller ratio

Enable EXPO, enter the BIOS again, downclock the memory speed to 6000MT/s, and change primary timings tCAS-tRCD-tRP to 30-38-38 or 30-40-40. tRAS can stay on [Auto].
You're not going to damage the system by making this change.
The memory controller should automatically run at the ideal 1:1 UCLK:MEMCLK ratio when you downclock the memory speed to 6000MT/s.

You can get 5600x for pennies, it’s a decent upgrade but still pretty weak.
5700/5800x3d is way faster for gayming but you probably missed the train on those, prices almost doubled where I am and even used is like 50% more expensive than when I got mine new
Note that it’s also your last call to upgrade ddr4 ram for sane prices, nobody produces those anymore. If you’re gonna use this pc for a while yet and have 16gb you should prolly figure out how to get 32gb sooner rather than later

For older games, it doesn't matter. 12GB in modern day is a straight up crime. So Either 5070ti or 9070XT is fine. I'd lean towards 9070XT because you can get it with old 8bit connector. Do you have a heat gun?
That and a press and you might be able to make something work.
Use the heat gun on the inside when you work but first test the whole idea on an inside lip of the side where any discolouration of the finish won't be visible.
It's possible that a press might be able to fix it without heat though I'm less sure of that.

Where I am (Ukraine), I'd contact the retailer through the market place I bought it from, if any. Or directly if necessary.
We do have an inspection/refuse mechanic in the courier system and I've accepted things that were incorrect and eventually gotten them made good somehow, not always smoothly but retailers tend not to just tell you to fuck off here.
