The rules are different for the f-row and the numpad. On the f-row, alternating clusters make them easier to distinguish visually, and it's just an old convention which is by this point well entrenched. The physical separation from the alpha cluster is what makes it acceptable that it plays by different rules, but if some take issue with this I understand that point of view, obviously.

On the numpad, the numbers are distinct from operators, which are treated as they would work on e.g. a calculator, which is ofc more comparable to mods than to alphas

The F-row is separate from the main cluster, and they're literally function keys, not alphanumerics. So breaking them up both spacing-wise and visually makes sense, since having a line of 12 very similar looking keys in a row would lead to the user searching for the right key, which would be less efficient.
In the main cluster mods being one color, and the alphanumerics being another makes sense.
If you want a mod colored tilde or pipe key just for visual symmetry that's fine, but it breaks the convention of why those keys are colored the way they are.

They all, as far as I can tell, indicate functionality. Dark for what we usually call mods, light for alphas, and a middle gray helps to see the shape of the numpad in the alphas (which, as a hidden-numpad-65% user, I completely understand.) The mod color dot in the numpad is an interesting difference, which does make sense, since it's a bit of an edge case (Is it modifying the inputs that follow, or placing a dot character in the number? Their interpretation makes sense.)

There always is. Although some have under-key lighting for lock indicators which can only be disabled with a firmware change (e.g., Keychron)

As for switches, unless you really want it to "sound better" I wouldn't change much. MX Blue has not many fans here but it does do one thing uniquely well and that's its particular sort of tactility which is sharp and small and right near the actuation point. This makes it feel OK for gaming in a way that the other more tactile clickies out there don't.

I'd just get something like this:

Empty plastic case is good for clickies (not stuffed full of foam). Nothing too fancy here. Double shot PBT keycaps, looks simple but attractive, probably will last a good long time. If $115 is too much money, they have a less popular colorway on sale dirt cheap:

So at a minimum he's going ~$20 over budget, and if he wants actually nice keycaps he's probably going $40+ over budget. And this is assuming he's not buying lube for the stabilizers, or a switch/keycap puller, which together probably add another $10.

the tl;dr if you look past the Reddit hysterics is that they are kind of a smallish company in China and it's not feasible for them to be good at doing international returns, and for cultural reasons it's not very important to them to take some extra losses to keep up good reputation. So if you get a faulty product, which does happen unfortunately, it might be a pain in the ass to return it and they'll make you eat some of the costs.

If you want something they're selling, buy it through a local vendor who will accept your returns and be much less painful to deal with. E.g. MechanicalKeyboards.com if you're in the US. If you buy from Vortex directly, accept that you're taking a risk.

On FR4, the KD 200s sound like a vintage typewriter. The heavy Xinhais are somehow more muted than the Sonjas, which is impressive because these are bright and loud on every other plate I've tried.

These boards are a cool novelty, but their proprietary config software for layout editing blows (especially since it loves to corrupt layout profiles and macros, and bafflingly lacks some features). If someone can hack these with QMK/VIA firmware, they'd be immediately making these boards far better.
