Is there a way to add "resistance" to moving my mouse from one screen to the other? I often find I accidentally move my mouse cursor a bit too far to the right and into the next screen when trying to click and drag the page scroll bar, leading to me accidentally clicking and dragging folders on my other display.

Why not just install a Linux distro built around EmulationStation like Batocera? Though I guess you could always use something like Playnite and use its built-in fullscreen/kiosk mode, or change the Shell registry key in the Winlogin key from explorer.exe to wherever something like Retroarch is stored, so whenever that user logs in it becomes just a Retroarch machine. There's also this other frontend called RetroBat which might be worth looking into.

If you have an ancient shitbox with 4GB of RAM it can be worth it, as watching youtube in a browser uses around 1GB of RAM
Meanwhile MPV can use as little as 90MB of RAM for a 720p video if you set it so it doesn't keep video cached, so it can help if you want to multitask on an ultra-low spec machine
