Why not just install a Linux distro built around EmulationStation like Batocera? Though I guess you could always use something like Playnite and use its built-in fullscreen/kiosk mode, or change the Shell registry key in the Winlogin key from explorer.exe to wherever something like Retroarch is stored, so whenever that user logs in it becomes just a Retroarch machine. There's also this other frontend called RetroBat which might be worth looking into.
