Here is a comparison of different tunings with my average bin 9070 XT so should be applicable to many cards. I don't think raising the power limit is really worth it on RDNA 4 since you just dump a ton of power into the card and get like 2% more out of it. Undervolting with a negative power limit is very impressive however, nearly 50 watts less and the same performance is incredible. I will also make a tuning guide image and put it along with this on imgur and add the link to the next OP.

Yeah that's normal it doesn't really do anything on mine or anybody else's either I just put the +200 to make sure it can boost higher if it wants because it doesn't hurt either. I'll note it does nothing in my tuning guide.

You can't no. But what you can do is just export the tuning settings as an XML file and save it in your documents then just import it if you get a reset. Both the buttons for that are in the top right next to the stress test thing on the tuning screen in adrenalin.

You can only do -30% for the power limit which will be like 220 watts and it will turn your 9070 XT into a 9070 non xt basically lol so I don't recommend that. The temps even at stock power are not bad anyway I get like 82 degress on memory which is perfectly safe (95 is the limit for gddr6). Undervolting is good so just do between -10% and -20% depending on how high of an offset you can do and be stable, you also can adjust the fan curve if you like since all these cards by default don't run them very fast for noise.

Supposedly XT and non-XT bios can be flashed to each other without any special hardware and all they do is move power limits. But my card does not have dual bios switch so I don't want to try it and risk bricking it.
Maybe XT can be freq-limited to match ~180W ? Extrapolating the statistics it should increase efficiency even more.

355 is the length of the card which wont be a problem. you probably want an xl for the extra width to fit such a wide graphics card.
though i'd suggest you choose another case with good airflow including bottom intakes and top exhausts since the 5090 will dump a lot of heat into the case

The North is a great case and cooling won't be a huge issue. There is always better, but the North is perfectly acceptable if you like the aesthetics and everything fits. Most decent cases are withing 5c of each other, so it's splitting hairs.

RDNA2 had two sliders with absolute values for base and boost freq, both affecting entire frequency/voltage curve.
RDNA4 only has "Max Frequency" slider that works as a hard cutoff, not curve offset, and it can only go as low as -500MHz.

5C is the difference between a quiet and noisy system. Besides there is a larger than 5C difference in GPU temps between good and bad cases. Cases with PSU shrouds aren't good for GPU cooling since they have a pocket of stale air that gets recycled in a positive feedback.
I have a fractal north mesh and don't quite like that the mesh actually gets the system pretty dusty over time unlike glas/solid panels. A better set it and forget case would be something like a torrent or O11D that has proper dust filtration and bottom intakes for the GPU
