i first noticed a problem because the graphics card was rather loud early into gameplay. i haven't done much to troubleshoot since the issue started, as i've been pretty busy to even play games. when i saw other people having issues with card cables melting i got more serious.

Basically your GPU uses 450+W and that heat has to go somewhere which is inside your case and if the RAM is 55C from working that extra GPU heat sends it to 65-70C which is enough to induce crashes/errors.

Case is a Lian Li 216. I have 3 extra 120mm fans lying around. I was thinking of doing 2 intakes at the bottom and 1 exhaust using the fan bracket that comes with the case. See pic related.

The real problem are those plastic "heat sinks" on DIMMs with shitty thermal pads, those often act like isolators.
If you have AIO you are more likely to need additional air flow.
This is also why I test RAM stability with some GPU heat-load in the background, sometimes slightly higher temps will be enough to make the system unstable.
Or you can just use JEDEC spec and cook your RAM without any issues.

Initially I thought I needed to take out the GPU as well so I unscrewed it, but didn't screw it back in before putting the heatsink on. Then I spent 30 minutes trying to screw in the GPU to the case because my fingers couldn't fit quite well enough and I wasn't strong enough to hold the GPU in place so the screw holes aligned for long enough that I could properly put it in.

The upside of air coolers is that the radiator (most important part) is basically as good now as it was 10 years ago.

6 months is too short to develop new silicon. even if they reused the existing IOD and zen4 CCD, they'd still have to debug signalling issues in the cpu substrate and respin it a couple times until its fixed

Zen3 Epyc is still in production, I have to imagine that's what they'll be using since they probably have a ton of CCDs that don't quite meet Epyc standards but are fine for consumer chips.
