Points for consistency on MSI's part, both screws snapped clean at the EXACT same point in the standoff, it seems pushing them downwards while screwing is what causes them to break.

I used an intact screw from a neighboring standoff to try and then superglue the end in the hopes it might come out, but nope. Now I'm down another screw and the standoff is now full of both half-threads. Somehow I am not surprised.

Should be fine. It looks superficial. These are "New" in that they're stock that's been sold to a company that puts computers together. (Or claims to.)
And part of that process is that they're tested, and that can l mean they have a little bit of paste or scratching on the top.
Apparently stuff that goes to system integrators tends to be less cosmetically perfect because whoever ends up buying the PC is probably never going to see it, where as one that comes from the shelf is going to be more closely examined by the buyer. But, that seems like an extra step of quality control that I don't know if anyone would bother with.

I've read Noctua's guide- https://www.noctua.at/en/support/faqs/airflow-guide-next-steps on where to position the fans, but they didn't touch on whether static pressure <=> airflow for building positive pressure inside a case when dealing with limited/obstructed intakes (which in a roundabout way kind of supports >>108139916's theory).

Why do they make GPUs with coolers that have such small fans? 85mm diameter fans when we could easily have 110-115mm diameter fans (aka 120mm fans) fit inside most cases. Is it because of case airflow?

Build quality, warranty, and adjustability. Everybody will have a different idea of "comfortable" but these are just things I've noticed after sitting on chairs for decades. To be clear, I wouldn't suggest the hon at retail price, but it regularly dips below 400.

What's the best 5070 model you can buy without being overly expensive? I just care about cool temps and a quiet fan really. I'll be undervolting and overclocking because it'll primarily be used in a TV PC for 4k (dlss) so I need max performance but also quiet operation.
