EU management of anything is a clusterfuck and the tech skills that once upon a time existed have been degraded and emigrated. The EU solution: import jeets. My guess is that well connected large European companies will suck up billions of Euros in subsidizes, produce some tepid jeet trash, and once a Democrat gets elected president in the US again, the whole thing will be quietly dropped. The jeets however won't leave the EU once they've dug in.
