I've had it for about a year and a half and it still works the only thing that doesn't work anymore is the button under the scroll wheel to turn free spin on/off it actually moves a physical mechanism to retain the wheel or release it and I guess some cheeto dust got inside and it doesn't do anything now but at least it's stuck on normal scroll wheel mode instead of free spin.

How would I go about disabling an Intel CPU's overclocking or putting a cap on it? Win11, i7-14700k, 5070Ti.

I've been experiencing crashes and bluescreens across various games more often than I'd like, and when looking up the various error codes consistently find mentions of it being related to unstable CPU overclocks. I haven't done any manual overclocking, but from what I've heard the clock or voltage is automatically adjusted in response to load, which would make sense as the cause when most of these crashes have been upon starting some CPU-intensive task. How hard would it be to either put a cap on its ability to do that, or set it at a fixed speed to stop it entirely, and how could I do so with minimal performance compromise? For reference the specific BSOD codes were

i'd recommend flashing the bios with bios flashback so it bypasses the unstable cpu which may corrupt the bios flash

When you say "degrade", do you mean full-on hardware degradation?
That makes sense though, my bios is significantly out of date (7/2023) now that I check it, and the release notes on MSI's site make mention of microcode updates several times. I'll go ahead and flash the bios. It's only had stability problems under heavy load, so it should be fine, but I'll err on the side of caution.

They sent me a brand new 2 TB 9100 Pro.

My 990 Pro was manufactured in 2023 Feb 19.
They test the drive before sending a replacement unit. Don't do anything stupid that might void the warranty.

You should go to Advanced CPU setting in the BIOS' OC menu to set a Vcore VR limit (1.35V or 1.30).

If you can't be bothered to go through the RMA, the voltage limit + negative boost offset should keep the CPU running stably for a while.
You won't lose too much performance with a -100 or -200 MHz downclock.

Setting a static pump speed is nice for the AIO's longevity (around 50~70% RPM is enough for most people).

More 250k tweaking. Now running 5.7 across all p-cores. Found that i can actually push the P core voltage quite high if i sacrifice some multi threading by giving it a TDP and temp clamp.

VCC Core Voltage -offset 0.075v 1.428v
CPU P Core Voltage +offset 0.120v 1.331v
CPU E Core Voltage -offset 0.095 0.855v
CPU Ring override 1.1v
VCC SA Voltage -offset 0.085 1.218v

Does the VCC need to be that high? Is it even high? What about the P core voltages? What are reasonable max voltages? I've relaxed the temperature limits a bit to 80c while maintaining a 125w TDP limit.

This is STALKER GAMMA running at 720p to induce a CPU bottleneck, with all P core threads pinned to the game using taskset.

I'm just looking at the GB/s on techpowerup.
I noticed they have the 5090 SE on techpowerup, but it's only listed as 24gb, if it had 32gb (mixing chips) it would have exactly the same bandwidth as 24gb variant since the chip count is the same and it's running around the same memory speed.
The 3090 runs at 1TB/s while the 5090 SE is listed as 1.2TB/s, but that's explained by having a significantly higher memory speed (I guess the fab got upgraded to yield better).
And if they swapped every single chip with a 3GB chip so that it reaches 36GB, it would also run a slightly better bandwidth that Samsung advertises their new chips having a higher clock (but I don't know if it's higher than the boosted clocks on the 5090 SE? since the numbers are old).

How much will I be kneecapping myself by getting 16GB DDR5 along with a 9600X+9070XT? I haven't built a desktop PC in ages and 32GB pushes it over the limit of being a reasonable proposition for me, I'm pretty liquid atm but I just don't want to spend that much. It's basically meaningless on your 5070 machine and even with a 5090 the increase is marginal at best once you get into 1440p and especially 4k.

Microsoft is testing a new Windows 11 Copilot feature that can help users determine why their PC is running slowly but uses almost 1GB of RAM

Instead of searching through Task Manager, Copilot can check system CPU and RAM usage and explain in simple language what might be causing the slowdown.
It can also suggest ways to improve performance.

The feature is still being tested and isn’t available to everyone yet.
