i find it bizzare that someone interested in making "art" on a computer is not familiar with things like image color depth, resulting artifacts and dithering, and has never even tried saving/exporting in different file formats with different settings to see what happens

dithering, i use photoshop
export, save for web legacy, set to png 8 and lower the amount of colors until you get something your comfortable with. anything under 16 should give you a similar effect.
random pic from my pc quickly exported.
