What you are looking for is rotoscoping and there is plenty of methods for it. I would recommend you look for tutorials on rotoscoping from Adobe Animate, Adobe After Effects and Adobe Photoshop if you want to make the frame by frame technique.

There is a guy in youtube named Joel Haver that has a video titled "How i animated this video" who teaches his rotoscope method that is the easier way but the results are trippy and works well with the style he uses.
