Overall my experience has been "it's better to have it and not need it than need it and not have it." So yeah, I have a whole deviantart web page dedicated to my OC and her world complete with previous works and scenic art. When I make a request I just type: Please draw my OC [website link] [pose].
Sure some just download the references and move on but some artist have unironically used all that information, mindful of heights, weights, proportions other creatures in the world, etc. no joke. A lot of them have actually. I think it depends entirely on how busy the artist is and if they like your character.

Well that was a total mistake but I'm glad they still accepted

Apparently Skeb can prevent you from requessting specific artist. I got a warning about a week or two ago because of a reference I linked while trying to get around filters and now Skeb is saying I can't request that specific artist because they're afraid I might try and break the rules. Requesting other artist works just fine though.
