With tile_resample controlnet at like 0.4, you should be able to start at 0.7-0.8 noise for the first upscale pass at x1.5-x2 scale. Then lower noise progressively as you pass it through each time, ie 0.6 for the next one, 0.5 for the final, though the exact numbers depend on the resolution. You'll need to experiment to find the sweet spot.
