in the case of Russia in particular, the Kremlin has spent decades cultivating a sort of detached political apathy among the population and declaring an offensive war with conscription would 100% cause the population to panic and start rediscovering politics which would be disastrous for the strategy the state has taken to consolidate control of internal political agency. keep in mind the Kremlin has cracked down harder on pro-war hardliners than they have on liberal dissenters, they actively seek to avoid any political agency among the population because realistically they are not prepared or equipped to run the totalitarian police state needed to force their control. its paramount to try to balance the narratives that everything is normal so the people stay half asleep while slowing raising the temperature on the idea that the evil collective West is out to existentially destroy Russian civilization because they put sanctions on the bloodsucking elites that siphon Russian coffers dry and send their kids to live anywhere but shithole Russia
