Why did the USA allow slavery to continue for prisoners?

Isn’t this a big loophole?

It's bad to send someone to prison unless the person deserves to go to prison. The same logic was applied to slavery.

Work is voluntary for prisoners, retards. They get change to buy candies, learn a trade and get to occupy themselves for a while IF THEY WANT. This is common in western prisons.

The clause does not apply to slavery, whereas "except as punishments" would.
