Meet Joe Clark, the Bone Breaker. At an age when most guys are interested in cars, music, parties, and girls, 17 year old Clark got off on the sadistic torture of other adolescent boys and he was apprehended only due to the grim tenacity of his last victim. Clark was born in Portage, Wisconsin in 1977, an adopted child--it was reported that his biological mother had used drugs during her pregnancy. He also sustained a concussion in a bicycle accident at 16 that may have affected his judgement.It was the 4th of July 1994. On this 218th anniversary of America's birth, Chris Steiner, a 14 year old resident of Baraboo, disappeared. His father reported that he'd been asleep in his bed at 10:00 AM the previous night. In the Steiners' home, a ground floor bedroom window had been cut open--that bedroom belonged to Chris's 17 year old brother, who was out at a 4th of July party. Muddy footprints were tracked through the house and two patio doors on the ground floor were unlocked. Initially it was guessed that Chris might have gone out to hang out with friends or perhaps a girlfriend. But when four days passed with no sign of him, the Steiners grew increasingly concerned. The possibility that Chris had run away was considered but his parents rejected that idea. Chris was a well-adjusted, normal boy from a loving home and would have no reason to run away.Police had no clues as to what could have happened to Chris Steiner until July 10 when a dead body was found partially submerged in the Wisconsin River. It was bloated with water and decomposing, so it could only be identified through dental records. Sadly, the blackened, waterlogged corpse proved to be Chris Steiner. No obvious injuries or cause of death could be found and the Sauk County Medical Examiner's Office wrote on the death certificate "Drowning - Cause Undetermined." A year passed without any clues as to what could have happened to Chris, who was laid to rest in Saint Josephs Cemetery in Baraboo.
July 29. It had been 25 days since Chris Steiner went missing from his bedroom. Thad Phillips, 13, and his sister nodded off to sleep on the sofa in their Baraboo home. Around 4:00 AM, their father noticed Thad was AWOL. Again the family and police were stumped. Thad was a normal, properly cared for and happy boy who had no reason to run away, nor was he likely to take off somewhere without telling anyone. It was't long before they would get the ugly answer.In the early morning hours of July 31, 911 dispatchers received a phone call from Thad Phillips claiming he was being held prisoner and tortured by an older boy who abducted him from his home. He did not know the identity of the boy or precisely where he was being held. However the 911 call was quickly traced to a house in the Portage area and it took just half an hour to get emergency personnel there and rescue Thad. The battered 13 year old had obviously been through some ordeal. He was taken to a hospital for emergency treatment.Thad claimed Joe Clark invited him to his place on the evening of July 29 and said he and his brother were having a party. He also gave Thad a guest list of other boys who would be at the party. As soon as Thad got there, he was led upstairs by Clark, who shoved him onto the bed and twisted his ankle as hard as he could. Thad tried to flee in a panic but Clark brutally beat him. The torture went on for hours. He wrapped a towel around Thad's mouth to muffle his screams--Clark snapped the hapless boy's thigh bone by forcing the leg forwards and leaning on it until it gave way. He also jumped on his chest repeatedly and tried to asphyxiate him. Clark forced Thad to walk around on his broken legs while he watched and masturbated.
Then Clark wrapped his legs in broken bandages and as if he was Thad's big brother carried him downstairs to watch TV and engage in casual conversation. When Thad asked why he did this, he said Clark simply looked him in the eye and said he liked the sound and feel of bones breaking. He added that he'd done this to two other boys. One of them was named Chris, he said, but Thad failed to catch the name of the second boy he mentioned. Clark then stuffed Thad in a closet. Feeling sure he would never escape from there and soon succumb to his injuries, Clark went out with his girlfriend to a party.Thad was in rough shape when police and paramedics found him. His legs were broken in four pieces, the skin on his feet had the texture of rubber, and his toes pointed the wrong way. He also had serious internal bleeding--blood was pooling in his broken legs and if he had not been found he would have died soon as the blood clotted.

It took a while to locate Joe Clark; a police stakeout at his home finally spotted and arrested him. Inside the house he had a list he'd written down of local boys he attacked or was planning to attack. A total of 29 names were written down and split in three headings: "Can Wait", "Get To Now", and "The Leg Thing." Clark said he'd invited Thad to the house but had entirely innocent intentions and just wanted to hang out with him. He said he had no memory of Thad being injured and he'd blocked the entire night of July 29-30 from his memory. Clark was charged on five counts of causing intentional physical and mental distress to a child under 15. He pled innocent by reason of insanity. A jury found Joe Clark guilty on all five counts and sentenced him to life in prison. Thad was able to walk again after extensive physical therapy although he still suffers from the effects of the injuries.Shortly after that, investigators had Chris Steiner exhumed. A proper autopsy of the body was done this time around and found he also had broken legs and ankles. Clark was charged with murdering Steiner and pled innocent. He received an additional life sentence and remains incarcerated in the Fox Lake Correctional Institute as of 2023. Both of Clark's parents have continued to maintain his innocence.
