It was. Remember that Dev was opposed to the IRA's campaign for most of the War of Independence, then suddenly tried to position himself as a political leader of the IRA toward the end of the Civil War to save his own political career.

The Church was one of the most important institutions in Ireland and held an utterly immense amount of influence. Both the Catholic, Anglican and Presbyterian churches played a unique role in the revolutionary period. Methodists too, but to a lesser extent.

Of course when that didn't work, and when trying to "lead the IRA" didn't work, he sat and moped for a few years before shrugging and accepting the Treaty via Fianna Fáil to "republicanise the Free State from within."

Dev (see; other members of Fianna Fáil) helped strip away some aspects of Empire but in reality they were just redecorating the Free State rather than actually furthering Republican ideals. I am sure in the 1940s when people celebrated "Republic Day" in Dublin that the countless Irish nationalists annexed in Northern Ireland sat back happily knowing that their worries were over.
