Only knights and men-at-arms wore armor (if you count leather jerkins) mainly those of lower military status may mass produced armor that was less refined than those in full suit, and armor was typically provided only when in campaign. Full armor would typically cost anywhere from a 1/4 to full years salary, depending on an individuals profession. As for City dwellers, they would typically just own a chain mail shirt.
