Because after ww1 american cultural dominance started to take over.

before hand ladies fashion was dictated from paris, london etc. but the jazz age saw a over take of american fashion which was provincial, tasteless and crass.

unfortunately jazz was a african ameican phenom and so started the unfortunate trend of black culure being seen as 'cool' and adopted by whites. but at the same time white women didnt want to be associated with black women so they purposely selected fashion that promotes zero curves, zero booty, and short hair.
That way they could act like negros with their hash smoking, alcoholism, casual sex and jazz dancing but still maintain themselves as betters.

The american 20's was a return to to the vulgarness and immortality that had been largely bannished in europe during the 19th century up until ww1.

Even then the degeneracy wouldn't really seem into europe until the 30's, particularly in Wiemar Germany and amongst the Jews and gypsies of Paris but luckily the nazi's suppressed and banned a lot of that shit. but then the american hippy shit invaded europe in the 60's and it all went to pot again.

Its a reaction to the exaggerated silhouette of the 1890s (the peak of fashion btw) which hugely exaggerated womens natural form. So androgyny mixed with post-WWI "liberation" of women in urban areas
