Roman empire almost collapsed just few years ago and the Diocletian's regime wanted to strengthen the central power by suppressing cults that were preaching the idea of a god being more important than the emperor. Not only Christians were targeted. Later, the same regime ended the persecutions, once they realized it doesn't work.
