It seems like a pretty smart policy goal to let prots like Germans, Scandis, and Scotts actually fill out the center of America while keeping Irish and Italian Catholics in the coastal urban slave pitts (so as to avoid creating a rebel catholic state in the center) under the watchful eyes of their wranglers.
