Each side thought they were stronger and/or losing ground and needed to act now. You don't get peace with a balance of power, you get peace with a hegemony able to smack down anyone who gets uppity. If the three continental powers, Germany, Russia, and France were allied they could have forced Austria to lighten their demands or forced Serbian compliance for example.
