How old is splinted/plated mail? Could it be actually older than proper mail shirt? Older than riveted mail, at least?

It's a bit odd to me, that lamellar armor stays reliant on leather straps etc instead of progressing to fully metal elements and relaxing the structure, thereby losing weight.
