The thing is that Dirlewanger brigade was used intentionally as cannon fodder. Used for counter attacks to delay enemy in situations where there wasn't possibility of actual success outside of causing a delay to enemy advance.
They were only made a division at the end of the war and never achieved full strength, regardless by that time the ranks of the Dirlewanger "Division" were being padded out with communists and other political prisoners.

The 'Clean Wehrmacht' myth was created after WW2 to help Britain, France, and the rest of NATO deal with the fact that all of a sudden West Germany was their new ally against the Soviets.
