The 2000 abduction and murder of 8 year old Sarah Payne by Roy William Whiting was a high profile child slaying in the UK at the time. Whiting was born in Horsham on January 26, 1959 and lived almost all of his life up until the murder in Crawley. He was one of six children of a working class family but three of his siblings died in infancy. Whiting married an 18 year old woman named Linda Booker in 1986; he quickly lost interest in her after she became pregnant with his son and they separated and divorced. He had an out-of-wedlock daughter with another woman a few years later. Whiting also did competitive banger racing for some years but wasn't very good at it and abandoned the sport. In fact Whiting didn't even serve four years; he was paroled November 8, 1997 after two years and five months. He would have gotten out even earlier than that; his release date would have been 6/23/97, exactly two years since he was sentenced, but he had refused to participate in a prison sex offender therapy program and was penalized by getting an additional five months tacked onto his sentence.
July 1, 2000. Sarah Payne (DOB 10/13/91), a resident of Hersham, went missing from a farm field near her grandfather's home in Kingston Gore. Payne was last seen playing with her three siblings when she vanished. A police search of the area quickly mushroomed into a nationwide news story with her parents pleading for her safe return. Roy Whiting was initially questioned by police the next day along with a variety of other suspects, resulting in one arrest. On the 10th, police announced that they got information about the sighting of a girl resembling Sarah at Knutsford Services on the M6 motorway in Cheshire but three days later they told her parents that the possibility now existed that she might be dead.On July 17, her nude, decomposing remains were found in a shallow grave. Sarah's body was in poor condition due to more than two weeks outside in summer temperatures and exposure to scavenging wildlife. The limbs and feet were "partially detached" from the corpse and her hair had fallen out of her scalp and lay in a clump next to the body. Forensic pathologist Vesna Djurovic noted that the little girl was four feet and half an inch in height, normally developed and properly nourished, with no indication of any underlying medical conditions. Decomposition was extensive so no specific cause of death could be determined, however Djurovic believed asphyxiation or strangulation most likely. She also failed to find any indication of sexual assault, although with the condition of Sarah's body it was possible that evidence of it was gone by now. No physical injuries were found on the body.
Police had initially visited Roy Whiting's flat on July 2 but he wasn't home. They came back in a few hours and spoke with him for about one hour. No conclusive evidence to his guilty could be obtained, but they did notice he seemed detached and un-concerned about Sarah's disappearance. He tried to take off in his van shortly afterwards but was pulled over and jailed for two days. However, Whiting had to be released for lack of any reason to hold him although a petrol receipt for a filling station near Pulborough was found, which contradicted his alibi of being at a carnival at Hove on the 1st. He moved out of his flat and went to live with his father in Crawley. Three days after Sarah's body was found, one of her shoes turned up along the roadside in Coolham, three miles from Pulborough.On July 23, Whiting stole a Vauxhall Nova in Crawley and led police on a high speed chase before crashing into a parked car. He was arrested for reckless driving and kept jailed for two months until he pled guilty to that charge and vehicle theft and received a 22 month jail sentence. While this was going on, police examined his Fiat Ducato van which he'd purchased from a used car lot two weeks before Sarah disappeard. Whiting was charged with her murder on February 6, 2001. He pled not guilty. His trial began November 14 in Lewes Crown Court. Sarah's eldest brother remembered seeing a raggedy-looking man with yellow teeth driving through Kingston Gore on July 1 but he failed to identify Whiting from a police lineup. Sarah's shoe had fibers from Whiting's van on it but the rest of her clothing remained unaccounted for. A single blonde hair on a T-shirt was also found in the van and DNA testing concluded that the odds of it not being Sarah's were "a billion to one." Two individuals remembered seeing a white van parked on July 1 near where Sarah's body was found.
On December 12, after four weeks in the courtroom, Whiting was found guilty of kidnapping and murder and received life in prison. The information about Whiting's conviction and prison sentence for the earlier 1995 child abduction had been kept under wraps to ensure he could receive a fair trial and was not publicly disclosed until afterwards. There were calls to make the UK's sex offender registry publicly accessible; unlike sex offender registries in many US states, the UK's is only accessible to law enforcement agencies. The Home Office however argued that keeping it out of the public view was necessary to prevent vigilante attacks on sex criminals and to avoid driving them "underground" and be harder to locate and monitor.The Criminal Injuries Compensation Authority awarded the Paynes a compensation payment of £11,000 about one year after the girl's murder, which Sara Payne considered a "joke" but it was the most they were allowed by law to give them. The psychological strain of the murder caused Sarah's parents to separate in 2003. Her father Michael fell into depression and began to drink heavily; in December 2011 he was convicted of assault for stabbing his brother with a broken glass bottle while drunk and received a 16 month jail sentence. Michael Payne was found dead in his Maidstone residence on October 30, 2014. He had died about five days earlier and there was no sign of foul play; the cause of death was believed to be complications of alcoholism.
Home Secretary David Blunkett ordered Whiting to serve at least 50 years in prison, so he would be in his 90s before he'd be eligible for parole. In 2010, Whiting's attorneys on appeal managed to get ten years knocked off his sentence on the grounds that the 50 year sentence was politically motivated.On August 4, 2002, Whiting was assaulted in HMP Wakefield Prison by an inmate named Rickie Tregaskis, who cut him with a razor blade. Tregaskis, who had murdered a disabled man in Cornwall, got an additional six years tacked onto his sentence. Whiting was attacked again in July 2011 when he was stabbed in the eye. The injury was a minor one and he declined to name or press charges against his assailant. On November 8, 2018, he was stabbed in his cell by two inmates and treated at a hospital for minor injuries. On February 11, 2024, Whiting was stabbed yet again. The injury was described as "minor."Roy Whiting will be eligible for parole in 2041, when he is 82.

It's not politically correct to say it, but it checks out statistically. Usually sex offenses are committed by family members or other acquaintances the victim already knows. Ditto for child abductions. Cases of random strangers molesting or abducting kids are rare, and if police and hiring departments at schools and youth programs can access the registry you can prevent most child sex offenses without risking vigilantism or leaving a guy permanently unemployed because he had sex with a 16yo at 18 in certain states.
