It's actually insane how many Frenchmen served in the SS and how many collaborated with the Germans and yet France is still seen as a victim of the axis. They changed sides harder than Italy did.

Germany and France were certainly not close which is why they came down on Vichy the second that the Torch landings exposed the south.
