No. Many parts of the US made smarter decisions in land management. Aside from the fact that the SW was barely even inhabited up until 100 years ago, it was always seen as the land of "get rich or die trying". I mean Vegas itself was built in the middle of an inhospitable desert just because mafiosi goombah greaseballs wanted a place to gamble.
