What were immigration dynamics like before the 19th century? Settling immigrants from abroad to address labor shortages in sparsely populated areas was a common practice. As long as they shared the same religion, even cultural differences were generally tolerated.

However, I find it challenging to identify the earliest examples of immigration resembling the European-style pattern, where immigrants did not settle in rural or less populated regions but instead moved to major cities and had no cultural or religious ties to the host country. The most likely example is the Sephardic Jews who settled in the Ottoman Empire following their expulsion from Spain. Unlike traditional settlers, they established themselves in urban centers and did not share the dominant religion of their new home and kept speaking Ladino for centuries.

But even in the example of Sephardic Jews, their numbers don't seem to exceed 1-2% of the total population. Is there any precedent for what countries like Britain, France, and Germany have experienced in the last 60 years?

No, they really did engage in fraud regularly. It's no coincidence that the democratic party today is full of officials with old world swarthoid surnames like Gascon, Gallegos, Feinstein, Kennedy, etc. Why do you bogtrotters lie so much?

It was built around inviting certain class of workers/soldiers/artisans/merchants. Aimless immigration only took in form of Barbarian invasions.
